NO to SDMC §143.1002

Proposed amendment for SDMC §143.1002 (b) 6 (A)

We oppose the proposed amendment for SDMC §143.1002 (b) 6 (A), concerning Ocean Beach.

This amendment would be detrimental to the preservation of our Historical District, detrimental to the environment (with the elimination of an EIR and omission from CEQA), and detrimental to San Diego's plans for coastal resiliency.

The amendment is shown here on page 78 of of Preservation and Progress Package A.   The amendment specifically targets Ocean Beach.

Here is the link to the full document for Preservation and Progress Package A: https://www.sandiego.gov/sites/default/files/2025-10/item-1-pc-25-051-preservation-and-progress-package-a_0.pdf

Note the extensive editing and mark up that has occurred on this page and elsewhere in Package A.

The amendment is also proposed for the Chinese Asian Thematic Historical District, specifically targeting the Chinese Asian Thematic Historical District.

Ordinance 21275 (12/9/2020), page 7

Compare Preservation and Progress A to Ordinance 21275.  Specifically, compare page 78 in Preservation and Progress Package A (above) to page 7 of Ordinance 21275 (below).

Ordinance 21275 dated 12/9/2020 can be read here:

Preservation and Progress Package A, Report No. PC-25-051, dated 10/30/2025 can be read here:  https://www.sandiego.gov/sites/default/files/2025-10/item-1-pc-25-051-preservation-and-progress-package-a_0.pdf

Page 7 of Ordinance 21275 was brought before the Planning Commission on August 29, 2024 in a hearing where the Historical Designation of Ocean Beach was protected and upheld.

The list of exceptions for Complete Communities begins on page 6 of Ordinance 21275, stating via 6(b): The regulations in this Division shall not apply to the following types of development:
