We are against Big Development in OB. But it's more than that.
So many waivers become possible as part of the Mayor's new Complete Communities Housing Solutions that municipal code that usually exists for building a new property go out the window if status as a Complete Community is granted.
Existing Floor Area Ratio (FAR): ignored.
Density out the window.
Parking -- that goes out the window too.
No common outdoor space on the property.
California Environmental Quality Act (CEQA): not upheld.
We are not sure how Complete Communities haven’t been outlawed yet, but perhaps only because the program for expediting housing was signed by the Mayor in January 2024. Historically designated areas — including OB — are supposed to be exempt.
The City is however pretty close to allowing its first Complete Community in OB with 20 units on a 0.17 acre lot. 3 stories, 20 units, with only 8-10 parking spots (or some other number that still doesn't accommodate 30+ tenants). All of this because so many waivers have been granted.
Allowing this project at 4705 Point Loma Ave. would establish a precedent that would allow Complete Community Housing Solutions to be built throughout OB.
