The link for the City’s status and annual progress in implementing its Housing Element, using forms and definitions adopted by the California Department of Housing and Community Development (HCD) report must be submitted to HCD and the Governor’s Office of Planning and Research by April 1 of each year (covering the previous calendar year).   This is titled Housing Element Annual Progress Report,  Housing Element Annual Progress Report 2024 but the link is https://www.sandiego.gov/sites/default/files/2025-10/final_2025-annual-report-on-homes-v2.pdf (same as the Annual Report on Homes).
