Speakers have 1 minute each. Minutes can be ceded by people who attend in person. Minutes cannot be ceded by people who attend online. Members of our group can work with you to assist in the process of ceding minutes or work with you to help obtain ceded minutes and provide you with additional minutes for speaking.
You can also speak online via Zoom or via phone, with the same time limit of 1 minute.
Ceding of minutes: Currently it is unclear if minutes can be ceded TO someone speaking online. We are inquiring with the Planning Commission. We have seen it done at City Council meetings but a lot of changes are happening these days with the City of San Diego.
Cap on ceded minutes: 15 minutes can be ceded to 1 speaker. We are double checking that this is still the case.
You can also submit 200 words and upload a maximum of 5 documents (less than 10 megabytes each) via an online form at this link:

Your comments submitted via these online forms will be reviewed by the Planning Commission. Submit by 7 am on 8/29/2024 (day of the hearing) for consideration by the Planning Commission.
All project information for Planning Commission consideration must be submitted to the Recording Secretary. All materials must be submitted to the Recording Secretary 10 calendar days prior to the meeting via:
If your project information is received at the meeting, the Planning Commission may not be able to review and consider your information thoroughly.
If you have a larger scale presentation -- with maps and photos etc. -- we suggest you submit your materials 10 calendar days in advance as specified above, which is by August 19th.
The public may view the meetings on public television (within the City of San Diego only) on City TV Channel 24 for Cox Communications and Spectrum or Channel 99 for AT&T U-Verse.

Feeling shy and don't want to speak? That's OK! We want to fill the room!
Several members of our group can assist you and inform you of the process for ceding speaker minutes. There will be people at the hearing helping people to fill out speaker slips. To cede speaker minutes means you would give your minute of public comment to someone else.
To cede minutes: you will fill out a very simple form at the hearing meeting with your name requesting your minute of public comment. Members of our group can assist you with this process.
Please note: minutes can only be ceded by people attending in person and you cannot cede minutes by attending online.
Every action will help, every voice matters, and every minute matters: whether you speak online, submit a form, attend and speak, or attend and cede minutes -- everything will help.
Attendance at the August 29th hearing will help in the efforts to protect the Ocean Beach Community Plan which designated OB as a Historical District.
