Update August 29, 2024:

** Members of the the Ocean Beach and Point Loma communities arrived in large numbers today at the the City of San Diego Planning Commission hearing.   The City of San Diego Planning Commission voted in opposition to development of this nature and in support of the appeal brought before it.  Thank you to everyone who came to the hearing to show support or to speak.  Articles with more information about the hearing can be viewed here. **


Update August 10, 2024:

Mark your calendars for AUGUST 29TH, 9 AM.  A hearing will be held by the City of San Diego Planning Commission.   Attendance at this hearing will help in the efforts to protect the Ocean Beach Community Plan which designated OB as a Historical District.


On August 29th you may speak yourself (1 minute) or cede minutes to others so they can speak longer.  You can also attend online or speak online via Zoom.  We will have exactly the amount of minutes that we have people there.  The attendance at the May 7th Ocean Beach Planning Board was amazing!  And comments from speakers were so powerful!  


We would like to invite all of OB and Point Loma, people who love OB's small beach town feel and history, and speakers who were so passionate on May 7th to attend the hearing of an appeal going before the City of San Diego Planning Commission.  Link for the Planning Commission, re where and how to attend etc.:

The Ocean Beach Planning Board voted nearly unanimously in opposition to the issue on May 7th: voting NO against a Complete Community project in OB.   Only one board member voted in favor.

Update June 15, 2024:

As a result of an appeal filed with the City of San Diego, a hearing will be held by the City of San Diego Planning Commission.  The date of the hearing is not yet known.  There may be ONLY 3 days notice prior to the date of  hearing.   If you would like to speak at the hearing, please begin to prepare your comments, presentations, and PowerPoints as soon as you can.

Update May 7, 2024:

The OB Planning Board voted NO on this project at their full board meeting on May 7, 2024.  Public comment was heated and there was standing room only and the crowd spilled out into the hallway outside.

Big Development in OB

If we don't do something...


As part of the new Complete Community scheme developed by the Mayor and the City of San Diego and signed into action in January 2024, plans for Big Development in OB are very close to being approved.  The plans are for a 0.17 acre lot at the corner of Ebers St. and Point Loma Ave. 4705 Point Loma Ave.  Zone is CC-4-2.  Project #1086681.  3 stories.  20 units.  8, 9, or 10 parking spots (documents have varied over time).  No common outdoor space for the building.  Unlimited density.


  • 3 stories.
  • 20 units (3 affordable)
  • 8-10 parking spots for 20+ tenants (parking spot count has changed over time for this project and is however far less than what is required for other properties that are not Complete Communities).
  • No common outdoor space for the building.
  • Existing Floor Area Ratio (FAR): ignored.  
  • Density out the window.  Unlimited density.
  • Parking -- that goes out the window too.
  • California Environmental  Quality Act (CEQA): not upheld.


We are raising our voices in the hope of stopping development unprecedented in OB, unprecedented waivers, and BIG Development from being allowed in OB under this program.   OB is a Historical District and current City of San Diego regulations SHOULD PREVENT this project in OB. 


Why unlimited density?  A special set of regulations under the Complete Communities scheme specifies percentages that are applied to the property square footage of Complete Community projects.  With these percentages, waivers, and incentives, a developer can build a dwelling unit (studio or apartment) that is a fraction of what the usual municipal code specifies.  The Floor Area Ratio (FAR) usually required for builders is greatly reduced by these Complete Community percentages.  The City probably doesn't think anyone is looking at these complex calculations they have put in place for Complete Communities.  But people are!  Especially OBceans who have a long history of activism.  Please visit https://www.sandiego.gov/complete-communities for more information about exactly how these reduced FAR numbers are calculated.

What are Complete Communities?

On January 10, 2024 Mayor Todd Gloria signed an executive order requiring all relevant City departments to review new housing projects under the City’s Complete Communities Housing Solutions program within 30 days and expedite the process of approval.  Link for more information on Complete Communities:  https://www.sandiego.gov/complete-communities

What You Can Do!

There are several things you can do via email or the web, without even leaving the comfort of your home (on that note, your home may still be comfortable at this time because 30 neighbors haven't moved in next door and taken up all the parking in the neighborhood since their 3 story apartment building has no parking).  Below are SIX things you can do via email or the web and meetings where your attendance can make a difference.

 A very simple first thing you can do is email the City of San Diego Project Manager, Christian Hoppe.  In your email you should say: Please register me as a Party of Interest for PRJ-1086681.


You can also add any additional concerns or opinions to your email.  Once registered, you should receive any updates about the project.

2)  Attend the OB Planning Board Meetings.


The Planning Board meeting for the project on Point Loma Ave. and Ebers has now passed and the Planning Board voted NO on this project on May 7, 2024.

For issues similar to this Complete Communities issue and for other issues that impact the future of Ocean Beach, please attend the Ocean Beach Planning Board meetings on the first Tuesday of every month at 6 pm, open to the public.  The meeting is held at the Ocean Beach Recreation Center,  4726 Santa Monica Ave.


You don’t have to say anything if you don’t want to, and if you do want to say something you will be able to!  Public comment is allowed. 


Please check the OB Planning Board website https://oceanbeachplanning.org to see what is on the meeting agenda for the meetings of the full board as well as the Project Review Committee meetings held monthly.

5)  Use X (what used to be called Twitter), Facebook, and Instagram


This is not to promote Elon Musk and his X.  That is a whole other discussion.


Many politicians, activists, lawyers, and others who can make a difference use X, Facebook, and Instagram.  Most of our elected officials are using social media platforms including X, Facebook, and Instagram.  X is considered by some to be the most widely used social media platform utilized by elected officials.


6)  Sign the petition via change.org!   

 

A member of the community started this petition and it obtained over 100 signatures in only a few days.  It has obtained hundreds more signatures since it was started.
